Haisum Holds 2022 Annual Work & Party Building Work Meeting

Guided by strategy and reform, taking solid steps to start a new journey of high-quality development 

On January 20, 2022, China Haisum Engineering Co., Ltd. held the 2022 annual work & Party building work meeting in Shanghai to promote the spirit of Poly Group and Poly SinoLight work conference, summarizing the work of Haisum in 2021, analyzing the situation, and making the key work arrangement for 2022. Wang Keling, Deputy Party Secretary, Director and General Manager of Poly SinoLight, attended the meeting via video and made an important speech. The leadership of Haisum, the heads of various departments at the headquarters, the principals of its subordinate operating units, and the secretary of the disciplinary committee attended the in-person meeting, and the leadership of each subsidiary company and relevant department heads participated the meeting via video streaming.  

Zhao Guoang, CPC Committee and Chairman of China Haisum Engineering firstly conveyed the spirit of the speeches made by the main leaders of Poly Group and Poly SinoLight at the 2022 annual work conference, and called on the leadership of Haisum at all levels to resolutely implement the spirit of the work conference, follow the general tone of the work of taking the lead and seeking progress while maintaining stability, and achieve stable growth by relying on high-quality development.   

On behalf of the management team, Chen Rongrong,  CPC Committee Deputy Secretary and President of Haisum delivered the 2021 annual operation report, and comprehensively summarized the production and operation status of Haisum in 2021. Chen pointed out that 2021 is the 100th anniversary of the founding of the Communist Party of China and the opening year of the "14th Five-Year Plan", which requires the Haisum leadership team to adhere to "problem orientation, goal traction, reform assistance, and innovation empowerment" and focus on various tasks such as Party building, strategic planning, reform deepening, operation guarantee, brand building, and digital transformation. Chen underlined that 2022 is a key year for Haisum to deepen the corporate reform. The company will adhere to the "14th Five-Year Plan" goals, and persistently promote the construction of the three basic platforms for long-term development, namely, the "organizational transformation for establishment of management empowerment platform, technical upgrading for establishment of technology innovation platform, and digital transformation for establishment of smart service platform." Firstly, it is necessary to ensure the completion of the 2022 planning goals to achieve an operating income of RMB 5.7 billion and a total profit of RMB 200 million. Secondly, the lean management shall be set as the goal to improve management efficiency. Thirdly, reinforce market development and strengthen brand building, improve international business expansion, and strengthen collaboration with brother units to achieve the symbiotic development of the Haisum family. Fourthly, the three-year action for the reform of state-owned enterprises must be implemented to accelerate the reform of the three systems and strengthen the three forces of comprehensive management, technical management and market expansion. Fifthly, the company's technology innovation shall be strengthened to consolidate the comprehensive whole-process service capability based on core technology, continuously carry out digital construction to comprehensively shape new advantages for development. Sixthly, the work system of internal control, compliance management and risk prevention and control shall be improved to promote the management of enterprises by law, strengthen the prevention of various risks and continue to do a good job in regular prevention and control of COVID-19 and safe production. Seventhly, capital operation, investment and financing shall be coordinated and planned proactively to progressively transform to "engineering service provider + operation investor", thereby seeking breakthroughs in mergers and acquisitions.

Li Yimin, CPC Committee Deputy Secretary and Secretary of the Disciplinary Committee of China Haisum, delivered the 2021 Party Building Work Report on behalf of the Corporate Party Committee. He pointed out that 2021 was the 100th anniversary of the founding of the CPC and the fifth anniversary of the National Party Building Conference of State-owned Enterprises. The Party committee of Haisum adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era by focusing on key tasks in the theme of celebrating the 100th anniversary of the founding of the CPC and learning the Party's history in the "Party Building Year" to continuously promote the innovation of the concept, mechanism and method of Party building, providing a strong assurance for a good start of the company's "14th Five-Year Plan". He emphasized that in 2022, the company's Party committee will continue to carry forward the sublime spirit of Party building to lay a solid foundation for Party building leadership, highlight high-quality Party building to ensure the high-quality development of the company, providing strong political and organizational guarantees for the realization of the "14th Five-Year Plan" and presenting outstanding achievements for the grand opening of the 20th National Congress of the CPC. Firstly, strengthen ideological guidance, and implement the spirit of the 20th National Congress of the CPC. Secondly, strengthen political construction and lead the reform and development. Thirdly, strengthen the construction of grass-roots Party organizations, and play a part in strengthening the foundation. Fourthly, strengthen system and mechanism innovation and build a highland of outstanding talents. Fifthly, strengthen the comprehensive and strict governance of the Party, and consolidate the foundation against corruption. Sixthly, strengthen the ideological publicity and inspiration, and forge ahead through hard working. Seventhly, strengthen the purpose of serving the people and advocate the spirit of partnership.  

At the meeting, the Strategic Operation Center and the Market Development Center notified the 2021 Haisum Production and Operation Analysis Report and Collaborative Operation Analysis Report respectively, and Zhou Yuan, the Vice President of Haisum and the EIM Center, made special sharing on the "Thoughts on the Implementation Process of Beijing Company's UAE Project" and the "Path to Smart Factory". The heads of the affiliated business units made communications and delivered speeches on the highlights of the work in 2021 and the safeguard measures to ensure the completion of various important work goals in 2022.

Zhao Guoang,  CPC Committee Secretary and Chairman of China Haisum, delivered a keynote speech themed by "Bringing Vision into Reality and Stepping into the Future with Innovation and Lean Management". Combining the company's development strategy, especially the core value system, Zhao shared his understanding with the participants about the ways to keep a foothold in reality, update concepts, explore paths, identify key points, stimulate vitality, enhance resilience, execute the lean management and create excellence with fearless of challenges and uncertainties in the future as well as live the "year of the four" on the "three platforms". Zhao firstly analyzed the connotations of vision, goal, mission, core values, and business philosophy and shared his understanding of the company's core value system, truly hoping that each branch company will continuously inject new connotations according to its own development needs to turn our core value system into the soft power for the development of China Haisum. Then, from the completed and ongoing work in production and operation, organizational construction, risk prevention and control, digital transformation, technology innovation, market expansion, and corporate culture, Zhao elaborated the shortcomings and weaknesses in "reality". He pointed out that between vision and reality, there was a gap in front of us that needed to be bridged, specifically, the gap of ideas, scale, model, digital, competitiveness, organization, and leadership.

He also stated that we live in an era of VUCA. This era is changing from intricacy to complexity, and what is unalterable in this era is "keep changing". He shared his views on how to deal with changes and uncertainties from ancient and modern Chinese and foreign wise men, and proposed that we must rely on long-term efforts to sharpen our core competitiveness. In terms of awareness, we must be able to seize opportunities and hope from uncertain changes; in terms of capabilities, we must continuously upgrade from the downstream edge capabilities of the industry to the upstream core capabilities; in terms of strategy, there must be the second and third development patterns available.

Finally, Zhao underlined the demands for strengthening the executive force and living the "year of the four" well on the "three platforms". In 2022, Haisum Headquarters and all subsidiaries shall conscientiously carry out the company's "14th Five-Year Plan" and related special planning and program requirements such as digital transformation, technology improvement, human resources, capital operation and brand management, and do a good job in production and operation, while continuing the promotion of the "reform, upgrade and transformation" to ensure the completion of the year for "customers, innovation, lean management and execution" on the basis of the construction of the "three platforms". Zhao recapped the key tasks of the "year of the four" and the corresponding executive departments one by one, and asked all departments to take the lead in developing the habit of "I will do it, I will be responsible, and I will implement it", change the concept and style, act actively and dare to be responsible and be result-oriented to continuously improve strategic thinking ability and practical business ability, shape culture of execution and achieve common development with enterprises in creating value and empowering teams.

Wang Keling, the Deputy Party Secretary, Director and the General Manager of Poly SinoLight, made a concluding speech on behalf of Poly SinoLight. Wang Keling fully affirmed Haisum's efforts and achievements in the construction of "Strategy Year", "Reform Year", "Digital Year", "Party Building Year" and "Brand Making Year" in the opening year of the 14th Five-Year Plan with sincere gratitude extended to all employees for their hard work. For the work in 2022, Wang Keling put forth specific requirements in six aspects:

Firstly, we must grasp the steady growth of operations, and fully complete all indicators of the annual production and operation tasks. It is of necessity to conduct in-depth research, seize and create customer needs, consolidate traditional businesses and develop new businesses. Seek major business opportunities of the strategy of “carbon peak and carbon neutrality”. It is necessary to implement the project manager responsibility system and the whole process of cost accounting; the EPC general contracting framework, details, standards, contracts, regulations, bottom line and win-win concepts shall be turned into rules and regulations, work procedures and operating manuals for continuous supervision, assessment and incentive to improve the general contracting capacity.  

Secondly, we must continue to deepen organizational reform. Strengthen the construction of headquarters and build a value-creating headquarters. Improve the capabilities of industry research, project acquisition, resource coordination, risk management and control, policy and standard output, etc., and empower subsidiaries across the country to carry out organizational reforms according to respective business development and expansion and lean management needs to improve organizational capabilities.

Thirdly, we must strengthen technology innovation, improve the core technology level of key industries, reshape the industry's advantages and leading position, and enhance the service capacity of the project throughout the life cycle. At the same time, we need to accelerate digital transformation to form the digital competitiveness of Haisum. Focus on management innovation and business efficiency, and strive to build integrated innovation capabilities. Strengthen the industrialization of scientific research outcomes, and promote the implementation of projects such as the craft beer.    

Fourthly, we must strengthen risk prevention and control. We shall improve the risk management mechanism and internal control system, and strictly control the whole process of major projects, especially overseas projects. Strengthen basic management, regularize system processes, and improve post operating manuals. Carry out in-depth implementation of lean management and all aspects of production and operation for the sake of source expansion, cost reduction and efficiency improvement.

Fifthly, speed up the construction of talent teams. Promote the rejuvenation of the cadre team, optimize the growth path of cadres, establish a reasonable cadre ladder and strengthen training and selection to encourage young talents and introduce more high-level talents.  

Sixthly, COVID-19 prevention and control and safe production must be carried out and completed in an adequate manner with more attentions paid to the personal health of employees; responsibilities for coordinating COVID-19 prevention and control, production and operation, safety and development shall be fulfilled to resolutely overcome the fluke mind and lay a solid foundation for safety.

Last but not the least, Zhao expressed his position on behalf of the Haisum leadership team that he would definitely live up to Poly SinoLight's support and expectations for Haisum. The "14th Five-Year Plan" is within the historical confluence period of the "two centenary goals" of China, and it is also an important period of strategic opportunity for Haisum to start a new journey of "being the domestically first-class, internationally renowned technology-based engineering company". Plants with strong roots grow well, and efforts with right focus will ensure success. Haisum must grasp the development trends at home and abroad while basing itself on the company's actual situation to bridge the gap by leveraging the organizational reform, technological improvement and digital transformation and cope with uncertainties through innovation and enterprising spirit, customer service, lean management and excellent executive force to make great achievements, pursue excellence, complete various business and reform & development tasks in 2022, presenting to the 20th National Congress of the CPC with outstanding performances!

At the meeting, Zhao also made requirements and arrangements regarding work safety during the Spring Festival, COVID-19 prevention and control, and compliance with the spirit of the Eight-point Regulation.
